You can still create your purchase order.
When you try fulfill the order, you will be given the option to create a new purchase order.
This will bring you to a pop up screen where you create the purchase order for the product you want, from the relevant vendor. Indicate how many items you want to order, click "save and close" and continue to fulfill the rest of the order.
